There are 2 admin plugins you have to install yourself.Either Mani-admin-plugin or beetlesmod.They probably have bugs to lag the server or something like that.

in your control panel in server control there is an rcon line to talk to people in your server so they can hear you but you cant hear them type say " whatever you want"

In server.cfg, what does SV_CHEATS do?
