Hey I am having the same problem and I have been at it trying to resolve it for hours. I think that there might be something wrong with NFO.

ArmA2 Server won't start with @CBA_CO or @ACE
Hello, I have a problem with my Arma2 server not running with @ACE or @CBA_CO. I know that CBA_CO requires combined ops and I have that running also. I do not see the problem why the server won't start with these mods.
