Let me get a little clarifacation here.

If I IP block someone in the firewall, do I have to wait for them to get bored of cheating/being an ass and quit or will it boot them right away?

So they really did remote the ability to kick cheaters from official servers? What's the point in running a server at all if cheaters can come in a ruin everyone's fun? I am paying a crazy amount of money every month. I should be able to decide when someone gets kicked or banned.

Is NFO hosting this server by any chance?

It seems to not be crashing before an entire map is through. If so, what can I do to make our server not crash like that?

There are a ton of other server providers that are not having this crashing issue. Most of my fledgling community is in open revolt over this. I am being yelled at because I can't provide them a stable server where Reddit can.

What makes these servers crash and lag more than others?

Thanks for the tip on running the command through Rcon. I wonder of putting it at the end of the startup file will do anything.....
