From what I know you can still use custom sprays in latest HLDS. Also by moving back to older version you will be removing your server from valve master server list, so I would not recommend it.

Did you tried to disable metamod and sourcemod to see what is the cause of error? If you did that already then you need to look at console to see why it goes in loop.
