To use SCP on the server, you'd need another Linux machine with OpenSSH and port 22 forwarded. I'd recommend FileZilla for SFTP/FTP as it is simple, works well, and has decent features.
SCP is great when sending files to another Linux server, though.

Maybe you can leave 2 BF4 servers up and replace the other underpopulated ones with BF3 servers. BF3 was free on Origin not too long ago, so there's a lot of new players.

If you're on Windows currently, which it looks like you are, then it'll require a wipe to re install the OS to Linux, so the files would be gone, you'd need to back those up since you are going to be doing a full OS re install in order to downgrade.

It'll be easy to transfer the web server without losing anything. For TeamSpeak, it'll just require moving the database and files over to the new TeamSpeak install on Linux, there's lots of tutorials online for that.
