If you have managed, you can do this by going to the "Server Control" tab, and using the rcon tool.

In-game if you hold down ~, you will open up your client console. Using rcon(remote console) you can enter commands to your server from this console. Enter this command
rcon_password yourpassword ...

In this video you can see the person use some sort of console but nowhere on the internet gives me what I'm asking for. Not the ~ or ` console, but a console for the server that lets me do admin commands ...
