That didn't seem to have any effect. I noticed that the ots33_slide.vtf.size file had the contents of the size of the original file, which appears to be correct. Would a faster cpu speed help? I saw that I'm on 6 cores of a Dual Intel Xeon E5-2690v2 (Ivy Bridge-E 3.0ghz) and in the dedicated server offerings they go up to 4GHz. 33% improvement in theory?

I might suggest a rewording or possibly removing the option for customers on managed machines then, especially if the High Performance Event Timer cannot be disabled on managed machines as well. The bold note in the advanced section reads "If you change an option here, a VDS restart will be required...
