Your minbandwidth is way too high. That number is done in bps and with you setting 107374182 you are saying it's outputting 107Mbps at minimum. Hard to say what problems this will cause, but I'd lower it to a more reasonable number. I would also recommend setting this in your server.cfg. guaranteed...
