#1130 Cannot log in to the MySQL server

Tried both methods still no access:

CMD attempt:

mysqladmin: connect to server at 'localhost' failed
Error: 'Host 'localhost' is not allowed to connect to this MYSQL server'

127.0.0.1 didn't do anything what localhost has done.
