If it's a very fresh VPS, nothing installed on it, no files saved to it, I'd like to say you should have an OS reinstalled. I HIGHLY recommend doing a support ticket VIA the NFO Control Panel.

If this is a VDS/VPS the entirety of the 4GB of ram is to the machine as a whole, not entirely dedicated to the game.

I.E. The system wants to use .5gb of ram to run background services, only 3.5GB remain to be used to the server, if it's allocated.

That error is usually caused by something disrupting the traffic between you and the server. Is the server hosted on an NFO machine or is this an issue you're having with a random server? That really isn't feasible with Minecraft due to everyone having a unique map. That system works by calling an image with whatever the name of the current map is, if one exist it will display it and if it doesn't it will display a generic one. It's technically achievable, but it's just not worth it...

Maybe get a mod that pre-generates your seed and then use dynmap to get a neat snapshot.

I used to use DynMap on my server. Let you set up a kind_of_a_webpage that would give you a flat, or 3d isometric image of any generated land.
