thats a really easy fix. Do you have a fastdl .lua file in your lua/autorun/server? are you using resource.AddWorkshop()? Google a video on how to install fastdl its very easy. Also check your garrysmod multiplayer settings and make sure you allow all custom content

Might be trying to load a map that the server is not running. Try checking your autoexec or check your start.bat
