From your screenshot it looks like raising your rate didn't make much of a difference.

rate 30000 for your client is what you need to change. 30k is a value that should never be used. On your client set it to 1048576 and never touch it. As for a server. sv_maxrate 0. I removed all of the addons and got the same issue.

I thought I'd include this, also that 13-15% max was false, I read it wrong. It's about 9 to 12% MAX and that was with 66 tickrate.
