You would need to set it up with a MYSQL, I dont think there is any other way.

All you have to do to re-install ulx and ulib is go to the ulyless website, download and install the files, then extract them to your server, and then of course enter "ulx adduser your in game name superadmin"

If you are asking how you make it so when someone says !rules it pops up a menu with some custom made rules, it is very simple and I am offering to make it for you, for something in return. It could be a different script, money, or something else.

It does depend what gamemode you are puting the hud into. Deathrun you will just simply drag and drop to the addons folder. With Dark RP you have to put it in the darkrp modification/customthing or modules or some shit.

This script/addon you have seen is probably a custom addon. You can easily make your own ULX command to do this though. If you want me to make the addon I will want a rank on your server.
