Server Rates

Counter Strike Server

sv_minrate ?
sv_maxrate ?
sv_minupdaterate ?
sv_maxupdaterate ?

I heard that if

sv_maxupdaterate 100 then when the server is full 32/32 or may be with almost full like 25+/32 then the hlds wont calculate and provide full 100updates. Is this true?

i want to know what if i set the following rates to my 4 servers with all 32slots will it be ok?

sv_minrate 0
sv_minupdaterate 25
sv_maxrate 20000
sv_maxupdaterate 50


also wanted to know what if sv_maxupdaterate is 50 and if some or many clients join with cl_updaterate 100 then will then face any ...
