Depends on the mission file size somewhat. 70 is a lot of players too, for high performance definitely a VDS.

Just add a script (some found on even altisliferpg.com), set the messages to give warnings every 3 hours, etc.

The error suggests that no service is running on the port you are trying to connect to. Are you sure that you're connecting to the query port and not a different one, such as the regular client port?
