See if Linux Game Server Manager can help you with that. I've used it before to host servers, and i like it.
Linux isn't "shit", it's just more difficult to use if you're not experienced with the terminal interface.

Personally, I know you can when using a FTP server like FileZilla pretty easily. Simply add the path you don't want them to access, then deny them all permissions of that folder. For Windows, probably the same procedure, just editing the user's permissions. How exactly are the users accessing the VP...
