Im trying to run a failover ip setup with openvpn to combat "kill all" aka syn ack floods that cause nfo to put a unwanted filter on my server

So i just changed purchased an ip and i was wondering if it was possible to change which ip is the primary ip if anyone could help it would be greatly appreciated
