Well the dorms still aren't up and running again. I'm assuming they will be fixed while I'm in Denver Colorado so I won't be back on my PC until 27 March at the earliest. I have 0.9.6j installed on my server, the shield restricted, and at first it did reserve 2 player slots. This was fixed by changing amx_reserved_slots *not sure of the exact line in amx.cfg* to 0. A legitimate Crash fix for CS 1.6 Servers
I have found a plugin for CS that fixes the Crash exploit that doesn't give any weird voting options, or change any configurations. It works for either amx or admin mod as it is it's own plugin.
