I have 0.9.6j installed on my server, the shield restricted, and at first it did reserve 2 player slots. This was fixed by changing amx_reserved_slots *not sure of the exact line in amx.cfg* to 0. I have found a plugin for CS that fixes the Crash exploit that doesn't give any weird voting options, or change any configurations. It works for either amx or admin mod as it is it's own plugin.
