I have noticed that when hardcore is set it works on the initial map after server restart and then it reverts back to standard after map change. The crosshairs, mini map came back. Is this a known issue?

Windows 2008 has a bug that Windows 2008 R2 might also have, regarding the default IP, and this could be causing the problem here.
