Yeah so just like the subject says, when you input the command manually or let the "refresh every 5 min" option do it via the daemon, it RESETS the vars.gamemodecounter to 100, every. single. time. I have had more luck having this option off, doing the command once myself, spamming gamemodecounter ...

it doesn't kick people. it only puts the people in the VIP list in the FRONT OF THE QUEUE line.
