Well I think its fixed!!!!
Went back to ATI 10.4 drivers ( after trying 10.8/ 10.7/ 10.6/ 10.5 because that are the only ones that say they fixed loading times for HD 5000 series cards.
Loading is now around 10 seconds and no longer lag at start of round.
So far its FIXED. HOOOAH

I've tried 10.5 hotfix now and so far no lag after roundstart but still long loading times. (30 seconds)
