Servers FPS are quite stable 450 plus minus 10% and very rearly while im in rdp they dip to 300 again very rearly.

ok just as i expected the server has 60 choke now with 24 players and all experiencing high choke. The addons im running is amxmodx 1.8.1 with several plugins.

I'm not sure what guide you saw those rates in, but two of them should be adjusted: sv_minrate 30000 sv_maxrate 0 These settings will force a high rate setting on clients. Too low of a rate is often the cause for choke. As for sv_maxupdaterate matching tickrate, this is not the same as sys_ticrate ...
