We don't presently support using aikars flags on our shared hosting. While they can help with performance, they also can throw resource allocation out of whack. We really need to do some internal testing with these flags before we could deploy them in our shared hosting. For now, just running paper ...

You could try going down as far as 11 for the tickrate. Outside of that, you'd want to look over your addons and see if anything is particularly resource-intensive. Do you already have a support request open with us by chance? If so, please bump it, otherwise go ahead and open one referencing this forum post so we can take a closer look and verify that there isn't a problem with the database server.

You'd need to make sure to use the entire name of the database as it is displayed on your Databases tab.

The database would be something like this if you named it "stats":

"username_stats"

i got sourcemod and all of the good stuff working on my server, i would just like to implement a few commands. Like air acceleration and bot_kick. I use filezilla for my ftp. And it is a competetive gamemode, and on mirage. ty :) I believe you can set those in your server.cfg. If that doesn't work,...

That process processes logins from what I'm seeing online.

You may want to use your Firewall tab on your panel to block traffic to port 3389. Before that blocking rule, you should create one to allow traffic from your home IP address.

You should also verify that Windows is updated.

Hard to say, but since Forge will make a world backup, it won't necessarily hurt anything to try.

You may need to check if you have pneumaticcraft installed, if so, you would need to make sure that oil is enabled.

It may conflict with Buildcraft as well.

A bad word choice on my part. You would install the server to C:\forgeserver or a similar path. Buildcraft changes world generation for oil, so you may want to reconsider using a pre-existing map if it is a vanilla map. If it is a standard Minecraft server, you wouldn't need to install Java on it. Are you trying to run the server once locally and then upload it to the server FTP by chance?
