This can be done with a couple of settings in your server.cfg file:
sv_minrate 30000
sv_minupdaterate 100
sv_mincmdrate 100
Be sure that the "max" versions of these settings are a bit higher or set to 0 as well.

Currently the game doesn't have the functionality to switch to a specific map built in to it. For restarting the same map you can use admin.restartMap which ends the current round and restarts with the same map. I don't believe that much was changed with the R7 update. As it was before, changing between game modes shouldn't have needed a restart in the first place, only a level change. Ranked and unranked servers are the same, with just the options being set different. Because of this, only approved providers have access to the files, and they aren't allowed to give the files out or allow them to be accessed on a dedicated or virtual server either. Both of those downloads (post #14 and post #8) contain a configs folder, and a scripting folder. The configs folder goes right inside the cstrike/addons/amxmodx/ folder. Unless I'm mistaken, its punkbuster that releases those updates, not EA/DICE. The servers and client should automatically update themselves, though sometimes with a bit of a delay and often need to be followed by a restart.
