Windows 2016 will likely not be available until sometime next year Do you have an ETA for 2016/2019 support (I believe that you have to move to core-based licensing with its increased costs when your SPLA agreement next renews after October 2016)? More info. I downloaded the same test file from my VPS to a Windows box sitting on Azure and it downloaded at 7MB/s, a far cry from the 200KB/s I am getting downloading to Australia. So the VPS itself is not the problem but something is screwy with the path to Australia.

Yes, from my NFOservers VPS to a VPS hosted here in Melbourne with a large hosting provider. Currently I am getting a download speed of 103KB/s.

Australia is quite far away from any of our locations, so I would expect a large decrease in download speed just due to latency. I don't think latency affects download speed that much.
