Server Admins do not recieve this issue, only guests and other server groups, and the anti spam measures look normal with the inital value being 5. I dont know how to stop it

A lot of our members and guests have been receiving this error: Action currently not possible due to spam protection. Please wait a few seconds and try again. This has been on going for a couple of days, even clients who have just connected receive this error. It doesnt allow them to switch channels...
