Server FPS still drops down to 4-5 once it gets around 40 people total between the two servers. Performance increased slightly but not noticeably different for the players

After setting -cpuCount=2 -exThreads=5 on each server, CPU usage still seems to be at 30-40 percent usage with only 28 connected players. 20 on Server I and 8 on Server II. When both servers are full, CPU usage is roughly 45-50 percent. It spikes up to 55 max usually.

CPU Usage dropped from 35-40 percent down to 2-15 percent. Awaiting feedback from connected players

CPU Usage doesn't seem to be the problem. Usage never goes above 35%.

As I was looking around and doing some research (I assumed it was the case) it has nothing to do with network connectivity but hardware itself. Update on the situation.
This issue only occurs after he is killed. Once he is killed and respawns, he can then no longer interact with anything. Side chat doesn't work, ace doesn't work, acre, regular VON doesn't work, etc.
Any ideas on the issue?
