I scrapped that method and found the right way.
So i downloaded minecraft_server.jar from minecraft.net. I dropped the contents of the forge zip into the minecraft_server jar and deleted the META INF folder. I then uploaded it to the server via FTP. In the NFO control panel, I chose minecraft ...

I figured out the problem. I was using the "map map_name" command to change the map, which was dumping me into a single player game or something of that nature. You have to use "rcon_password" then "rcon changelevel map_name" to change the server's map.
