Also, remember that this is an update coming on a weekend and you are likely seeing your peak usage, so you will regain some of that average during the week.

What exactly is the error message made when you attempt to connect? That would help indicate what the problem is, if it's not connecting, or if it's a bad password, or if it can't find that database, etc.

The "general" plugins like Essentials and CommandBook will give you fancy things like /time (Keep it day) and warps and whatnot. What are you using? Is it just a "give" plugin?

Oh and to answer your question, You'd want to hook yourself up with bukkit and either the Essentials plugin or the CommandBook plugin. Either one of those will give you a /give command where you can give yourself any number of all the blocks/items.

If you fancy yourself some scripting, you can do this yourself via PayPal's IPN, but, you get penalized for your donations in fees from PayPal. If you let them send it directly to NFo, there is no such penalty. Perhaps NFo can setup a link such as "nfoservers.com/coffers.php?user=emailhere"...

It is a setting designed to save bandwidth in RDP. I do believe it is a toggle you can set to do what you want.

Also, the easiest way to get to the start of where you want to be is go to the directory "~" which will take you right to your home directory. The Minecraft folder on my server is at ~/minecraft/, and you jut do "cd ~" to get there.

Is it server itself closed? (As in, java is no longer running?) If it's just timing out then it's possible you're getting the ArrayIndexOutOfBounds -1 error which is a result of some sloppy Java programming.
