You can use Task Force Radio, though you might have to disable the Teamspeak spam flood setting for the particular channel(s) that you want to use with Task Force Radio.

I ran into a similar problem with TeamSpeak 3 on a Windows OS. After you installed the TS server and started it once, try to reboot the complete VDS (reboot Windows) and start the TS server again. You can rename the mod folder without any problems, as long as you reference the -mod= and -servermod= to reflect this correctly. As long as there are no internal mod dependencies relying on specific path settings, or other config settings, you shouldn't see any problems.

Could you please post your RPT file, so that I can take a look at this (both your client and server if possible)? Both equalModRequired and checkfiles should not be used in the server config, they are outdated and especially equalModRequired is problematic (I suspect this is causing your key problem...

This sounds like a locality issue with the headless client and where the AI is created. The AI has to be created on the machine running the HC, or the ownership of already created AI units/groups has to be transferred over to the HC machine.
