All 3 of our servers start with 4 players
Put these lines in your startup.txt and restart the server

vars.roundStartPlayerCount 4
vars.roundRestartPlayerCount 2

John, Does that apply to the banlist.txt only or to pbbans.dat also ?

If it only aplies to the banlist.txt file, be sure to issue bans by PB Guid and they will be saved to the pbbans.dat file.

Any updates on this feature ? All our servers are full and joining is a pain.

I may wrong but I think the main issues at this point is THERE ARE WAY TO MANY SERVERS.

There is the Possibility that it could be a spelling error.
You can also request by slot number. issue a pb_sv_plist command
get their slot number and issue pv_sv_getss "slot number"
