softether doesn't support binding to a specific IP.
There is work to make this possible however according to their github: https://github.com/SoftEtherVPN/SoftEtherVPN/issues/193

The update should be rolling out for "Ark (PC)" customers shortly. Customers running the "Ark (PC, with optional updates)" version of the game received it automatically right after it was released.

Generally you should avoid doing this at all costs, it's much better (and more secure) to use an existing one provided by someone well-versed with configuring it. SMTP servers are VERY frequently exploited for spam.
