Hard to say, but since Forge will make a world backup, it won't necessarily hurt anything to try.

You may need to check if you have pneumaticcraft installed, if so, you would need to make sure that oil is enabled.
It may conflict with Buildcraft as well.

A bad word choice on my part. You would install the server to C:\forgeserver or a similar path. After you do that, the folder should look similar to this: http://i.codysalt.com/tCZL4K.png You would upload those files to your server's FTP. After that, create a folder on the FTP named "mods"...

Buildcraft changes world generation for oil, so you may want to reconsider using a pre-existing map if it is a vanilla map. The easiest way to get Forge running is to download their installer onto your PC, run it, and select the "Install Server" option. Extract the files to somewhere easy ...

If it is a standard Minecraft server, you wouldn't need to install Java on it. Are you trying to run the server once locally and then upload it to the server FTP by chance? Based on what you are describing, it would be easier to create an index.html file with nothing in it. This will give a blank page to anyone trying to browse the directory.

It would be nice, but I wouldn't get my hopes up for it. Most new titles have transitioned to a different multiplayer model that is more geared towards microtransactions and offering a multiplayer "experience" instead of servers.
