The NFO staff were discussing what to do about that situation, and will likely add an option to the control panel for it. For now, just throw in a support ticket and they can get it changed for you.

Hldsupdatetool is no longer in use as of yesterday's update. SteamCMD has replaced it for updating servers. You can download and read about SteamCMD here: https://developer.valvesoftware.com/wiki/SteamCMD

Alright, I would try removing the third-party plugins and re-adding them one at a time to see which one is crashing the server.

Have you tried running the server without AMX loaded to see if the crashes persist?

Chicago would be the most centralized of those three, providing the most even ping across the US. I would also consider looking at servers in Dallas.

In FileZilla, it would be under Transfer->Transfer Type->Binary.
In WinSCP, the drop down on the top right changes the mode, so just choose Binary instead of Default.

You don't need to use a script to setup Fast Download. Just make sure that you have your sv_downloadurl setup correctly in your server.cfg.

Try uploading the minecraft_server.jar you're creating in binary mode.
