You don't need to create a subdomain to do that. You can do it by just creating the subfolder example within your main html folder and put your content there.

Check the value of sv_allowupload in your server.cfg file. If it is set to 0 no custom content *including sprays) will be allowed to be uploaded from client computers.

I have a map (de_gold_dust2) that works fine on my own computer (when creating a local server) but it will not load these material on the server - with or without fastdl enabled. I have verified that all the files are there in the cstrike/materials and also in custom folder for moving them to fasddl...

Of course it is possible, but it is not a good idea to put web hosting and game servers on the same machine, IMO - especially not one that uses mysql. I wouldn't think you would want to have your game server share RAM, CPU, and I/O with a web server. Get a 1-core Linux VPS for your web server, at NF...

I have had VDS' at 2 other companies and neither of them ever lowered their prices - though, periodially they would offer more resources for the same price and make that retroactive.

It says to " Extract the contents of the "Web files" folder to your web server." Your web folder will be named something different depending on where you are hosted and how your server is set up, but if you are using NFO webhosting it will be a folder named public.
