I can confirm the Yell command gets stuck on the screen and doesn't got away unless the game issues a message center screen like "last man in squad" ..I'm running the admin dameon from NFO John ...I think the command might need a time limit in the code ...I recall seeing something on that...

I haven't had any issues with firewall blocking really toxic players. I have in the past completely shut down the server to get rid of a toxic troll ....but here's the real solution to your problem ...run your server as ranked ..get off the Official setting full of EA's BS rules ...then you can ban ...
