You could also use admin_rcon sv_password "" to unlock it, or rcon sv_password "" if you have rcon set up.

If you want the server variable, it's mp_tkpunish 1 I believe.

ZipCrash, in your case you had broken your server. I'd also like to point out that you sent the message on 23 Mar at 0700 and we replied at 0923, less than three hours later.

You could try bumping up the sv_minrate if you'd like, but that'd only hurt the modem players and not just random high pingers =\

Metamod.dll is one of the files that we hardlink to speed up server loads. We have also had problems in the past with clients who seriously damaged their servers by deleting an un-linked metamod.dll.
