To have a redirect server do I need to add web hosting to my plan?

Yes, you would need to do this for the auto-sync to work. You could also use 3rd party hosting, if you'd prefer.

Server is running stock just fine but will not start with the mod installed.

If I understand correctly I should be able to choose the mod folder in "Server control" tab then restart it.

Is there some place I can see the log so I can tell what is hanging it up?

If you have a 3-core or larger VDS, you can change between managed and unmanaged options with the OS option in the control panel, and switching it can be done at any time, just like changing your OS.
