transferring ips

Is it possible to transfer an IP address from one NFO package to another? They are in different regions, but I assume the region could be changed if necessary. I am looking to move off a managed game server to a VPS without having the IP for that server change.

I did read the knowledge base...in this topic it says that all websites should have SSL and infact require it...but that's not the case for me. It is possible for connections to be unencrypted, and the certificate is expired in 2011.
