If there is Vancity close by go there. Bring cash, and ask them for a Visa gift card. They give it to you, you link the card to paypal and you'll have a server in no time.

Always dreamed of owning a server from nFo. First I tried the cheap servers, counter-strike.com. Server lagged got pissed and dropped it. Then I thought Hmm what should i pick NfO or Gamedeamons?
