I can start you off, you need a timer first, you also need to know about MySQL (this is required) and be able to build a database. tough stuff, im learning it myself. go into other surf servers and ask for help from various owners. also, type in sm_plugins while in the surf server you like and this ...

im no expert, but I assume that you would use your web server to upload the maps to, then through NFO it would automatically have it setup to download maps from the website. (idk how to do that part manually)
