Re: Connecting to database.
You will need to edit mysql to not bind to 127.0.0.1. Have it bind to your VDS's IP address.
I don't remember the specific config file WAMP uses or I'd have more info as to where it's located.

If you are running a 32 slot server, it should be 32 slots or less.

I haven't had a chance to put it through any rigorous testing. Just threw a few views together, but that's about it.

I've had some experience with it and it works fine as a drop-in replacement. Ram is indeed a bit higher but it runs fine.

Ah yes that would indeed make sense seeing as WinSCP would likely be sending it in ASCII mode whereas I would almost guarantee Filezilla isn't.
Re: Tekkit
Filezilla and WinSCP use the same engine, and either should work (I use WinSCP, myself). If using Filezilla, make sure to reduce the number for simultaneous transfers: http://www.nfoservers.com/forums/viewtopic.php?f=24&t=5364 I find that odd. Something must be messed with by WinSCP before it i...

Re: Minecraft 1.31
We should have our auto-installers updated later today.
If you'd like you can manually upload the 1.3 jar via FTP. Your FTP credentials are available on your File Manager tab of the Control Panel.
As far as a new world, it SHOULD work with the current world but borders may be kind of wonky.
