Yes, you would just need to setup an OpenVPN server on your VDS with us, then configure your router to connect to said VPN server.

There are many more factors here then downloading and preparing the base files, but yes, some staff do a similar task already to ease the process. A single core Linux server is still a viable option. I'd argue that a lot of companies regardless of size are susceptible to attacks that include unannounced/unknown vulnerabilities. We just gracefully shutdown the server through Windows. I think it's Rust that doesn't save on shutdown which is why you'd be seeing lost progress after reboots. I also believe the save interval is done in seconds, not minutes.

I haven't heard of this myself with INS, but you may be able to achieve this using some type of SM plugin. Anything labeled as spawn protection should work.

They should be enabled by default, but make sure your server.cfg has mp_decals set to 100. The player is also going to want to make sure that they have cl_playerspraydisable set to 0 on their end.
