48 slots for BF4 doesn't sound much, I mean, if a vds can run a 64 slot BF3 server, I would think it could run a 70 BF4 server. Keep in mind VDS overhead may reduce the peak performance for the vds. I think you would need to be on a 1270v3 to run 64 slot servers on a virtual machine. I would assume 2 cores per server, based on frostbite 2 usage. Minimum is 3 cores for managed, so 3 cores should run a 64 player fine.
