The plugin comes with it's own compiler. It's located in the "examples" folder of amxmod.
All you do is place the file to be compiled in the "examples" folder and click compile. Then, look in the compiled folder for your new compiled file. It's not complicated at all.

You only need to do admin_restrict 8 8 and select save. Nothing needs to go in auto.exec file. I've had shields restricted for a long time this way. It's saves your restrict setting in your adminmod vault.ini file forever.

Type admin_restrict in game to see what is saved/blocked.

I increased the sound quality on server a notch "sv_voicequality 3".It seems to have fixed it.

The voices are all hollow sounding. Like in cs_siege.

Has anyone else noticed the mics are screwed up after the newest steam update?

admin_restrictweapon 8 8 wasn't workng for me. People were still able to buy shields. I think adminmod needs to update. I downloaded the Admin-Mod v2.50.57-beta still no luck.
