If your server isn't starting properly, I recommend enabling -condebug from the Server Control tab, then send the "restart" command (not "start") from the same tab. This will generate a console.log file in your csgo/ directory that you can check for useful errors.

You can install phpMyAdmin from the Autoinstallers tab of your webhosting control panel. Within this, there is an "Export" option which will let you download a .sql file of the database that can be restored later.

Is this a new MySQL installation (Has it ever worked?)? in the my.conf file, do you have the bind-address line set to either 0.0.0.0 or your actual IP address? Is it instead set to 127.0.0.1 or localhost (the latter two would be incorrect)? Do you have a webserver installed on the machine, as well? ...

There's nothing within our system that would preventing you from using these ports. Correct, the connection is only open as long as data is actually being transferred from your website to their browser. Once they have the data, the connection is closed, even if they continue viewing the page.
