That's actually a known issue,but i'm unable to link to the post on their forum's.It appears their forum's are down atm.

What's your database.cfg look like?

If your host uses Cpanel then look for the remote Mysql icon in the database section.If it's still being blocked then you may have to contact your host and have them whitelist the ips.

So...In order to run a BF3 on a managed VDS you now are being forced to upgrade to the 3 core package. It won't be an issue if you don't have or use BF3 slots.
