E107, like most site software, certainly has specific requirements. I have not worked with it much myself to know exactly what it needed offhand, but the information on their site should have all those specifics.

Once you have an lo3.cfg you can add it to a CS 1.6 server here by going to the "file manager" section of the control panel and use the "upload a file" option. This option places the file directly in the cstrike folder, so it can be used to upload other .cfg files as well.

It is hard to tell what exactly may be going on from that information, but it looks like it may be addon related. If you are referring to PHP-Nuke, you do not need to access the SQL database directly. The admin section of PHP-Nuke (and most other website software) will have areas where you can look that information up.
