That sets which admins have priority over others, if set so. The little black triangle next to that option needs to be clicked on so that access can be granted to individual commands. That is how access itself is granted.

If you are referring to our admin daemon for BC2, you would just need to make sure it is enabled in the control panel, and have yourself listed as an admin with the desired level of access (set by clicking on the black triangle and selecting the check boxes). Remote desktop is specific to the Windows OS. I'm not sure if the MAC OS has an alternative for it, or if a 3rd party solution is available.

Assuming you no longer have any sort of admin access to the site, the only way you could upload a backup of the database is to install and use PhpMyAdmin. It has database import and export functions you can use to upload a database backup, as well as other functions to manually work with databases.

That would depend a bit on what game it is. If it is one of the HL1/HL2/OB based games, looking at net_graph 3 or 4 should show if there is any choke or loss. Problems found there can often be corrected by adjusting rate settings.
