sv_rate is not necessary on the server.
In your servers console, what does sv_maxrate say when you type it in? It should be something like this:

rate 30000 for your client is what you need to change. 30k is a value that should never be used. On your client set it to 1048576 and never touch it.

Players can specify their own clientport when launching their game. This is useful if you have 2 players on the same game server behind a NAT firewall. Personally, it wouldn't raise any concerns with me, but I don't run battlefield servers. His game could of autoselected the port if the default 3659...

Are you able to monitor CPU usage on your router? If you're pushing over 100Mb/s over a VPN you may be limited by your routers CPU.

I would suggest running the script once to add all files to the downloads table, then dump the table and use notepad++ expressions to create a lua file that has all of your resource files clients need to download. That way you don't run that horribly slow script each map load. I hope you understand ...

My first post lets you know that in my experience(currently 6 managed dedis, using both SSD and HDD) especially for source based game servers the required disk I/O is very low. When you rented your managed dedi, did you specify you wanted to use the SSD? If not, you are on the HDD on your dedi, even if it has both drives installed.

The level change speeds are probably not I/O bound. My servers load 200-300MB BSPs along with addons and a 100MB sourcemod clientprefs database and the map changes are instant on both magnetic and solid state storage.
